Locally recruited staff

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty (CTBT) Organization, located in Vienna, Austria, is committed to the highest ethical standards, efficiency, competence and integrity. In addition, the Commission is dedicated to a policy of equal employment opportunity and therefore particularly encourages women to apply.

All staff members of the CTBTO Preparatory Commission holding fixed-term appointments are subject to the CTBTO Staff Regulations and Rules which embody the fundamental conditions of service and the basic rights, duties and obligations. As international civil servants, staff members are subject to the authority of the Executive Secretary and should not seek nor should they accept instructions from any Government, person or entity external to the organization. In the interest of the Commission, staff members enjoy certain privileges and immunities which do not exempt international civil servants from observing local laws.

General Service staff members are initially appointed for a fixed-term period of six months, which forms a probationary period. Subject to the satisfactory performance and the continuing need for the function, an extension of two and a half years may be granted. Further extensions of up to two years are possible. All extensions are subject inter alia to satisfactory service and to a continuing need for the function.

GRADE LEVELS

The Commission normally recruits staff members at five different grades in the General Service category (G-2 at the junior level to G-6 at the senior level).

SALARIES

Salaries are determined within the framework of the United Nations Common System, and are usually paid in the currency of the duty station. Salaries are subject to the deductions for social security coverage. The emoluments from the Commission are exempt from income tax in Austria. 

DEPENDENCY ALLOWANCE

For staff members' own or legally adopted children a dependency allowance may be paid, the amount of which depends on the age and number of children. In addition, a dependency allowance in respect of a spouse may also be paid under certain conditions.

SOCIAL SECURITY

Provident Fund

Staff members are required to participate in the Provident Fund (similar to a mutual fund) of the Commission administered by BNP Paribas/Parvest. The rates of employer's and employee's contributions are 15.8% and 7.9% respectively of the participant's  "pensionable remuneration". The employee's contributions are deducted monthly through payroll. Upon separation from service, staff member will receive the amount held in the participant's account.

Health Insurance

The Commission provides an attractive health insurance scheme covering medical and hospital expenses. Staff members are enrolled from the first day of their appointment into the scheme. They may also enroll their eligible dependants.

Life and Disability Insurance

The Commission provides only coverage for service-incurred accidents and illnesses. In addition, staff members can elect an optional life-insurance plan for non-service incurred risks.

LEAVE

Annual Leave

Annual leave is accrued at the rate of two and a half working days a month, i.e. thirty working days a year. Annual leave may be taken at any time subject to the exigencies of service and with the approval of the supervisor.

Flexible working hours

Staff members in the General Service Category participate in the flexible working hours system, which may provide for additional days of compensatory time, subject to the exigencies of service.
