Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) (hereinafter referred to as the “Commission”) is establishing an International Monitoring System (IMS) as part of the global verification regime foreseen under the Comprehensive Nuclear-Test-Ban Treaty to provide global monitoring for the detection of nuclear explosions. The System consists of a worldwide network of 321 seismic, hydroacoustic, infrasound and radionuclide monitoring stations supported by 16 radionuclide laboratories. The IMS facilities transmit data using a closed and secure satellite communications network: the Global Communications Infrastructure (GCI), to an International Data Centre (IDC) in Vienna.


The radionuclide network comprises 80 stations equipped with aerosol detection systems of which 40 are designated to have xenon detection systems as well. The Commission intends to review station specific operational manuals (hereinafter referred to as ‘SSOMs’) in use at IMS radionuclide stations equipped with ‘RASA’ and ‘Cinderella’ type automatic air sampling systems as well as maintain existing SSOMs of manual radionuclide IMS stations.

A consultant with knowledge and experience in the operation and maintenance of radionuclide monitoring stations is required for the following duties.

 

Duties

1. Develop one template for each of the RASA and Cinderella SSOMs (hereinafter referred to as ‘the Templates’) that comply with an established SSOM style and content set by the Commission.
2. Review of RASA and Cinderella SSOMs to provide the station with up-to-date, complete and customized SSOMs.
3. Provide ‘maintenance’ of manual radionuclide IMS station SSOMs to maintain / make additions to / develop procedural and annex content in line with changing station specific and network documentation requirements.
4. Interact with station operators and equipment providers.
5. Perform other, related duties as necessary. 

 

Qualifications

Necessary:
1. Excellent oral and written communication skills in English language together with experience in writing and editing technical documentation.
2. Knowledge of document management and quality assurance of documentation.
3. Knowledge and experience in operating radionuclide monitoring stations.


Desirable
1. University degree; preferably in nuclear science or engineering or related discipline.
2. Knowledge of IMS radionuclide monitoring systems.
3. Knowledge of project management basics.
