
Background
The effective and efficient conduct of an on-site inspection (OSI) will require the prior establishment of certain infrastructure elements – databases, specialized software, facilities, and ongoing arrangements with external organizations and States Parties. These infrastructure elements will be for the twin purposes of supporting the inspection team (IT) during an actual OSI, (providing technical support [Article 2(D) Par. 43(f)], and for coordinating the initial planning for an inspection (carrying out the preparation before it is launched).
Duties
Under the supervision of Chief, OSI Logistics and Operations Support Section :
• Assesses and documents the databases, software tools and other information sources currently available within the OSI Division by creating data dictionaries, interface descriptions and data flow diagrams using unified modelling language (UML) to facilitate data migration and into the databank/data warehouse;
• Assesses and documents the high-level requirements of the databank/data warehouse required to assist CTBTO to develop inputs to the IT’s initial inspection plan by defining potential SQL query requirements, reporting and analytical needs (including the potential use of data mining and/or information analytics).
• Researches, assesses and documents potential data sources available commercially and non-commercially to support the development of inputs to the IT’s initial inspection plan with special attention to databases that could provide real-time information in standardised formats such as RSS, Atom feed, XML, etc.
• Prepare application prototypes to capture user needs and demonstrate potential alternatives for using the databank supporting the initial inspection plan preparation process using CASE tools that can serve as the starting point of an AGILE (or similar) software development process implementing the databank/ data warehouse.
Qualifications
• Higher university degree in Computer Science, Information Systems or related discipline;
• At least ten years experience in designing, developing and using databases and related software tools supporting on-site inspections and their planning process;
• At least ten years professional experience in relation of compliance monitoring of international treaties;
• Professional experience in verification and/or inspections activities in the field of disarmament is essential
• Excellent knowledge of interpreting, identifying, analyzing and user requirements and potential solutions;
• Excellent written and oral communication skills in English are essential.
