
DUTIES AND RESPONSIBILITIES:
Under the supervision of the Planning and Project Officer, Planning, Programme and Budget Implementation, International Data Center Division, (IDC), to: Participate in the monitoring and reporting of projects within the Division using the project management system including monitoring and tracking all expenditures against the individual projects and other funds, proposing changes in budget lines as appropriate and drawing attention to problems that might arise. Assist in the preparation of the Division’s programme and budget taking into account priorities and projects planned, and prepare the related budget monitoring tools for the new budgetary year, prepare various financial analyses and reports, including the costs incurred and projected; provide cost estimates for medium-term plan and other information required. Monitor and report on the implementation of the budget and advise the supervisor on financial issues, scenarios for possible funding sources and transfers, in compliance with the Financial Rules; coordinate activities during the implementation of the budget between the office and the Section Heads. Process and keep track of all purchase requests and payments related to the Division and reconcile the Division’s budget documents with statements provided by ADM/Procurement and ADM/FS. Interact with ADM/PS and ADM/FS on problems that arise both during the budget preparation and during the implementation thereof. Prepare training requests for the Division in relation the external training for staff. Manage and coordinate all space requirements and office assignments for the Division in consultation with the supervisor and the Coordinator. Perform other duties as assigned.
QUALIFICATIONS:
University degree in Finance or Business Administration or a related field. At least two years relevant working experience in project administration and the administration of programmes and budgets, preferably part of which should have been in an international environment. Excellent written and oral communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.

REMUNERATION/CONTRACT:
Depending on professional background and experience, indicative tax-free annual net base salary (inclusive of a variable element for post adjustment) from US$76,007 (without dependants) and US$81,034 (with dependants), subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme. Additional benefits include, when applicable, dependency allowance, education grant for children, rental subsidy, six weeks vacation per year, home leave travel every two years. Initial contract for a fixed term of three years.
