What was the “Atoms for Peace” programme?

U.S. President Dwight D. Eisenhower proposed the “Atoms for Peace” programme in 1953 because he was concerned at the prospect of nuclear technology proliferating around the world and the number of States with atomic bomb-making capabilities increasing beyond U.S. control. Thus, as of 1954 the U.S. could export nuclear technology and material provided the recipient countries agreed not to use it for military purposes.
