Vitaly Shchukin is Head of Laboratory of the Theoretical Division at the Russian Federal Nuclear Center - All-Russia Scientific Research Institute of Technical Physics (RFNC - VNIITF).
Shchukin began his career at the RFNC – VNIITF in 1972. He participated in and led various RD programmes in the area of nuclear explosive device design and testing until the early 1990s. He subsequently concentrated on the problems of non-proliferation, arms control and disarmament, including verification of limitations and prohibition of nuclear tests.
As Senior Scientific Advisor at the Russian Delegation to the Conference on Disarmament, he participated in CTBT negotiations from January 1994 to September 1996, particularly on the development of the scientific and technical basis, provisions and procedures for an on-site inspection (OSI) and other elements of the CTBT verification regime.
Shchukin has participated in CTBTO activities as the OSI Task Leader since 1997. In this capacity, he leads the work within Working Group B on verification-related matters on the establishment of OSI capabilities, including planning and preparation for the OSI Integrated Field Exercises. In parallel, at the national level he leads the R&D programme on verification technologies for the CTBT and other international treaties.
