After graduating from the World United College of the Atlantic in the United Kingdom, Mr. Gu joined the Chinese Foreign Ministry in 1975. He left the Foreign Ministry in 2002 to join the CTBTO Preparatory Commission.

Since July 2002, Mr. Gu has held the position of Director, Legal and External Relations Division, in the CTBTO Preparatory Commission.
