Objectives:

(1) To acquaint staff members of Permanent Missions to the Preparatory Commission for the CTBTO with the on-site inspection (OSI) regime and the PTS work on the development of the OSI regime in preparation for entry into force of the Treaty;

(2) To expand a pool of experts from various States Signatories for participation in advanced OSI training and exercise activities.

Participants Profile:

Members of the Permanent Missions to the Preparatory Commission for the CTBTO who are novices in the subject of the CTBT OSI regime.


Application procedure:

States Signatories wishing to nominate candidates are requested to inform the OSI Division of the PTS (see points of contact above) through their Permanent Missions not later than 30 August 2008.


Deadline for Application:

Nominations should be submitted to the PTS not later than 30 August 2008.

Please note that nominations received after deadline might be accepted in exceptional cases.


Financial Information: 

No allowance will be paid to staff members of the Permanent Missions in Vienna.

For participants from States Signatories having no permanent representation in Austria the PTS will cover the cost of a round-trip economy airfare between their duty station and Vienna. The PTS will also provide them with accommodation and subsistence allowance for the duration of the course on the basis of a fixed per diem payment.

 
Agenda:

The Introductory Course will mainly cover the OSI regime, according to the provisions, procedures and guidelines as stipulated in the Treaty.

(1) As background, the course will provide an overview of the CTBT and its verification regime.

(2) Important issues to be highlighted are the political and legal aspects  of the Treaty in general and those related to OSI in particular, describing the rights and obligations of OSI inspectors and of the inspected State Party.

(3) Important technical subjects to be introduced are the phenomenology of nuclear explosions and technologies allowed for use during an OSI.

(4) The primary focus of the Introductory Course will be on the OSI process. This part of the course will introduce the basic knowledge required for the conduct of OSI operations according to the Treaty and highlight the operational and logistical consideration involved.

(5) The progress made so far on the development of the OSI Operational Manual and in obtaining OSI equipment will be presented.

(6) The experience gained by the OSI Division and experts in field experiments and tabletop exercises will also be described in the course.

(7) In addition, a status report by the OSI Division on progress and future planning for developing OSI methodology, equipment specifications, infrastructure and training will be presented.

Designated participants who require a visa to entry Austria should submit the necessary application to the nearest diplomatic or consular office of Austria well in advance of entry in order to ensure timely processing. An official letter of invitation will be issued to these participants by the PTS.
