Objectives

  • To strengthen participants' knowledge of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and the work of the Preparatory Commission;
  • To further build up the national and regional capacities in implementing the Treaty and participating in the verification regime, as well as to promote the civil and scientific application of verification technologies;
  • To see how both waveform and radionuclide measurements can be used both for treaty monitoring and civilian applications;
  • To comprehend the background of the atmospheric radioactivity measurements and to see how man-made and natural background noise will affect the measurements;
  • To visit a noble gas installation TXL currently performing background measurements in Burkina Faso.


Agenda

  • Presentations on latest developments, regarding IMS and IDC, capacity building and training with emphasis on radionuclide observations;
  • National experiences in establishing and operating an NDC and/or experience with CTBT: speakers from each State Signatory in Africa are encouraged to report about their NDC status;
  • Common assessment of the capacity building activities under EU Joint Action IV activities;
  • Discussion and formulation of recommendations based on lessons learned regarding:
    - Capacity building for establishing and NDC;
    - Technical assistance and training from PTS;
    - Use of IMS Data and IDC Products;
    - Fostering cooperation between NDCs and the CTBTO
  • Civil and scientific applications of IMS Data and IDC Products with emphasis on special interest to NDCs in using both radionuclide and waveform data. An emphasis is given on applications relevant to Africa, including understanding the radionuclide events and regional background in Africa.
  • Visit a noble gas installation, TXL, currently performing background measurements in Burkina Faso.

Participants Profile
Applicants should be involved in the use of IMS Data and Products, in particular Heads of NDCs and Station Operators of Radionuclide Stations (both Particulate and Noble gas)

The workshop aims at having a broad regional representation from Africa.

 

Application Procedures
Applicants are invited to submit their applications through the established official channels (their Permanent Missions to the CTBTO or Ministries of Foreign Affairs) to the PTS Point of Contact above, no later than 18 October 2013.

Submitted applications will be reviewed and successful applicants will be notified subsequently.

However, pending the official nomination, the applicant may email an advanced copy of the registration upon its approval by the head of the institution, to allow timely travel and accommodation arrangements by the PTS.

Applicants applying for PTS-funding are requested to enclose their passport copies along with their registration forms.


Financial Information
Applicable to PTS-funded participants only

In accordance with the Staff regulations and rules and Administrative directives, the PTS will provide a Daily Subsistence Allowance (DSA) and financial support to cover travel costs.

  • The DSA will be sufficient to cover related expenses during the training programme;
  • The PTS travel agent will reserve, issue and send the flight tickets to the participants for the most direct and economic route;
  • Participants may, under exceptional circumstances, be authorized to purchase their ticket locally, but only if this proves to be most cost efficient for the PTS and has been authorized by the PTS in advance.


Other Pertinent Information

Insurance: All PTS-funded participants shall be covered under the Global Medical Insurance scheme for PTS trainees under third party liability insurance.
