Objectives

  • To facilitate the debriefing process of OSI BUE III
    (inspection phase);
  • To obtain feedback/comments and identify lessons learned from BUE III;
  • To conduct briefings and discussions on preparations for
    IFE 14;
  • To make recommendations/improvements/suggestions on IFE 14;
  • To generate possible feedback that will contribute to the draft OSI Operational Manual elaboration and development/revision of OSI QMS documents;
  • To identify significant issues and topics for further development of OSI capabilities;


Agenda

  • Application/testing of inspection equipment, techniques and procedures in BUE III. This includes visual observation/multispectral imaging and infrared, radionuclides/radioactive noble gases, seismic aftershock monitoring system and continuation period techniques.
  • Issues particular to BUE III regarding the exercise/application of OSI core elements and OSI operational sustainability. Core elements include health and safety, confidentiality, security and documentation. Issues relating to OSI operational sustainability may refer to the integrated information management system/field information management system, inspection team functionality concept, reporting and communications, logistics, administration, base of operations readiness and infrastructure, operations support centre and interaction between teams (IT-OSC and IT-ISP).
  • Status and availability for IFE14. This includes planning and preparations, equipment availability, documentation, health, safety and security, logistics and operations support, interaction between inspection team (IT) and inspected State Party (ISP), OSC support, and training activities.



Participants Profile
Workshop participants should ideally be OSI experts with direct involvement in BUE III.

Application Procedures
Nominations together with registration forms should be submitted only through established official channels (their Permanent Missions to the CTBTO or Ministries of Foreign Affairs) to the Provisional Technical Secretariat of the Preparatory Commission for the CTBTO.

The deadline for application is the 15 August 2013.

Financial Information
In accordance with the Staff Regulations and Rules and Administrative Directives, the PTS will provide a Daily Subsistence Allowance (DSA) and financial support to cover the travel costs. The PTS will select from among the nominated experts based on the latter's experience and area of expertise and subject to the availability of funding. Confirmed participants will receive further detailed information in this respect.
