Objectives
The technical meeting will allow the presentation and discussion of methods for quantifying the performance of algorithms for signal detection and characterization, event definition and event location that are currently used in IDC waveform processing or may be future candidates for such use.


Agenda

Technical Meeting
Global waveform monitoring of a nuclear-test-ban can be framed as a multi-level detection problem. Station data may be processed to give the arrival times and other parameters of signals that are then passed to other algorithms so that their ray path (phase name) can be identified.  These two processes may be combined in a single step. At the network level, events are defined based on signals measured and identified at multiple stations. Event definition may be synonymous with event location but some signal processing strategies may infer the existence of an event before attempting to determine its location.

Detection algorithm design is a compromise. Overly sensitive algorithms make many detections but also many false detections.  Insensitive algorithms avoid false detections but may miss important signals of interest. When assessing novel detection algorithms it is important to quantify performance and this quantification should allow optimum algorithm sensitivity to be identified.  Examples of this include ROC curves and precision/recall curves.

Nominated participants should have expertise in signal processing, seismic/acoustic signal characterization and event detection, or performance optimization methods.

Experience and interest in scientific studies related to the three themes of the conference (see agenda).


Priority is also given to those having registered for the CTBT Science and Technology Conference 2013.

Applicants are requested to use the registration form and submit this to the PTS point of contact mentioned above, no later than 8 March 2013.

States Signatories wishing to nominate experts are requested to inform the Provisional Technical Secretariat (see point of contact) through their respective Permanent Mission(s).

Financial Information
(Applicable to PTS-funded participants only)

In accordance with the Staff regulations and rules and Administrative directives, the PTS will provide a Daily Subsistence Allowance (DSA) and financial support to cover the travel costs for this technical meeting.

  • The DSA will be sufficient to cover related expenses during the technical meeting;
  • The PTS travel agent will reserve, issue and send the flight tickets to the participants for the most direct and economic route;
  • Participants may, under exceptional circumstances, be authorized to purchase their ticket locally, but only if this proves to be most cost efficient for the PTS and has been authorized by the PTS in advance.

  • Insurance: all participants shall be covered under the Global Medical Insurance scheme for the PTS trainees under third party liability insurance.
