Objectives

Part I 

  • To facilitate the debriefing process of OSI IFE 14 and obtain feedback/comments from all categories of IFE 14 participants;
  • To identify lessons learned from IFE14 and make recommendations/suggestions for further discussion at the second part of the workshop.

Part II

  • To further discuss the lessons identified and recommendations/suggestions made during the IFE14 debriefing and review of preliminary observations of the external evaluation;
  • To carry out discussions on the follow-up process and make recommendations and proposals in order to facilitate the development of the follow-up actions.


Agenda

  • Application/testing of inspection equipment, techniques and procedures in IFE14. This includes visual observation, multispectral imaging and infrared, radionuclides/radioactive noble gases, seismic aftershock monitoring and continuation period techniques.
  • Issues particular to IFE14 regarding the exercise/application of OSI cross-cutting elements. Cross-cutting elements include: the integrated information management system/field information management system, inspection team functionality concept, reporting process, command post and operational sustainability, health and safety, security, confidentiality and documentation, Operations Support Centre (OSC), integration and interaction between teams (inspection team (IT)), OSC and inspected State Party (ISP)).
  • Issues relating to command post and operational sustainability include: field team deployment/tracking, base of operations readiness and infrastructure, communications, logistics and administration.
  • IFE14 general issues like project preparation, scenario preparation and implementation, exercise control, exercise management, observer programmes, VIP visit and media coverage.


Participants Profile 
Workshop participants should ideally be OSI experts with direct involvement in IFE14.

Part II
Nominations for Part II of the Workshop, together with registration forms, should be submitted only through established official channels (Permanent Missions to the Preparatory Commission for the CTBTO or Ministries of Foreign Affairs) to the either PTS focal point (please see contact details above) no later than 15 December 2014.

Part I

OSI experts from States Signatories and the PTS who were directly involved in IFE14 will be selected and invited by the PTS to Part I of the Workshop.



Financial Information
In accordance with the Staff Regulations and Rules and Administrative Directives, the PTS will provide a Daily Subsistence Allowance (DSA) and financial assistance to a number of experts to cover the travel costs. The PTS will select from among the nominated experts based on the latter's experience and area of expertise and subject to the availability of funding. Confirmed participants will receive further detailed information in this respect.
