South Africa. It had begun acquiring nuclear weapons in the early 1980s, but dismantled them all by June 1991. It then acceded to the 1968 Nuclear Non-Proliferation Treaty as a non-nuclear state in July 1991 and voted overwhelmingly to end apartheid in March 1992.
