Background and Objectives

The National Data Centres (NDC) Workshop 2014 is being organized by the Provisional Technical Secretariat (PTS) of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). It will be held in Vienna, Austria, from 12 to 16 May 2014.

As stated in the Report of Working Group B to the Forty-First Session of the Preparatory Commission [CTBT/PC-41/WGB/1]: "These workshops and related reports from participating NDCs provide feedback to the PTS on aspects of data, products and services offered by the PTS."  WGB endorsed the format and presentations of the previous NDC Workshop held in Paraguay and states: "In their current format, deliberations include access to and quality of data, products and services from the IDC, NDC to NDC interaction and the NDC Preparedness Exercises (NPEs)."

At the NDC Workshop 2014, the NDC Preparedness Exercise 2013 (NPE13) will be a key topic. The results of the NPE13 will be presented at the workshop. In depth analysis of the NPE13 event based on all CTBT technologies and national data is expected to be discussed. The scenario of the next NPE will also be discussed at this workshop.

The workshop will focus also on the ability of NDCs to carry out their verification activities, including their approaches to accessing to IMS data and IDC products. Another focus of the workshop is the cooperation among NDCs, including sharing of SHI and RN data.

Against this background, the objectives of the workshop are to provide a forum for NDC experts to share experience in fulfilling their verification responsibilities and to provide NDC feedback to the PTS on all aspects of the data, products, services and support NDCs in their work.


Workshop Topics

  • The results of the NDC Preparedness Exercise 2013 and plans for the subsequent exercises.
  • PTS data, products, services and support, and their adequacy in supporting the NDC mission including preparation for OSI.
  • NDC Forum (including cooperation and interaction in research and development among the NDCs; information and data sharing among NDCs and NDCs feedback to the PTS).

Deadlines and Procedures for Registration
Applicants are requested to visit our website Opens external link in new windowctnw.ctbto.org and register online latest by 7 February 2014 if accompanied with application for funding, and 28 February 2014 for all others.

States Signatories wishing to nominate experts in addition to the required online registration are requested to inform the Provisional Technical Secretariat (see point of contact) through their respective Permanent Mission by the deadline for online registration (28 February 2014 at the latest).

Applicants are invited to submit an abstract relevant to the above listed Workshop topics via the registration platform. Please specify clearly whether you prefer it to be a poster or an oral presentation.

Financial Information

No registration fee will be charged. Travel costs, accommodation, daily subsistence allowance, health insurance, etc. are to be borne by the participants.

Subject to the availability of funds, the PTS will explore the possibility of providing limited financial assistance to some of the experts. Preference will be given to participants coming from countries with low or lower middle income in accordance with the World Development Indicators Database of the World Bank.

Participants requesting financial assistance have to submit an abstract to their suggested presentation relevant to a topic of the workshop together with their registration. Applications for PTS support are required to arrive at the PTS earlier (i.e. by 7 February 2014 at the latest)

Applicable to PTS-funded participants only:
In accordance with the Staff regulations and rules and Administrative Directives, the PTS will provide to the candidates a daily subsistence allowance (DSA) and financial support to cover the travel costs for this workshop.

  • The DSA will be sufficient to cover related expenses during the workshop
  • The PTS travel agent will reserve, issue and send the tickets to the participants for the most direct and economic route.
  • Health insurance covering the duration of the workshop will be provided.

Funded participants are not allowed to purchase their own tickets unless, under exceptional circumstances, are authorized to do so and only if this proves to be the most cost efficient for the PTS.

The NDC Preparedness Exercise 2013(NPE13)
The NPE13 is an exercise conducted by NDCs for NDCs. It is the sixth in a series of previous similar exercises conducted in 2007, 2008, 2009, 2010 and 2012. The goal of the NPEs is to increase the awareness and preparedness of NDCs for their treaty related duties and for them to exercise their own procedures based on a common hypothetical scenario that allows for the exchange of results and experiences.  The scenario is kept undisclosed during the exercise by the control team that initiated the NPE.

Scientific Visit
The Austrian NDC kindly offered to support the program of the workshop. A half-day visit to the unique Conrad Geophysical Observatory located south of Vienna is planned.

Oral presentations shall not exceed 15 minutes. Posters should not exceed DIN A0 size in portrait format.

The PTS will confirm the acceptance and the type of presentation (oral or poster) of the submitted abstract in the workshop agenda. Poster presenters will be given 1 minute to introduce their poster orally just prior to their poster session.

Participants should apply for visas, if needed, at the corresponding consular office upon receipt of an acceptance letter from the Provisional Technical Secretariat, in order to ensure timely processing. The Provisional Technical Secretariat will provide personal invitations to visa applicants.

Health/Accident Insurance
If not PTS funded, it is strongly recommended that prior to departure all participants should acquire health and accident insurance for the duration of the workshop.
