OBJECTIVES
The second phase of the IDC Reengineering program, completed in April 2017, focused on significant enhancements to individual components of the SHI automatic and interactive processing as well as data and product dissemination and software quality assurance. 

In January 2018 the IDC initiated, in parallel with the second phase, the scoping and resource estimations for the third phase of its Reengineering program that considers the software development, testing and roll-out of SHI applications. It aims at producing, by the last quarter of 2023, the software based on an upgraded, modern architecture and software framework for SHI applications. 

Reengineering Phase 3 (RP3) follows system design techniques based on UML (Unified Modelling Language) and RUP (Rational Unified Process). 

Technical meetings are periodically held to provide a forum for experts from Member States to review and give feedback on RP3 deliverables.

This technical meeting marks the beginning of Phase 3 of IDC Reengineering and will focus on: 

  • Reviewing current status of the construction phase, including project plan, projected milestones and updated deliverables.
  • Presenting the results of preparations for phase 3 of reengineering within the IDC, with a focus on improving agility and improving technical readiness levels of enhanced algorithms and approaches.
  • Discussing technical and scientific issues arising from evaluation, integration and deployment of RP3 deliverables.

Meeting participants are invited to contribute to the technical meeting by making a 15 minutes presentation related to one of the following themes:

Theme 1: Reengineering Project Status

Theme 2: Agile Software Development Processes

Theme 3: Technical and Scientific Issues


PARTICIPANTS PROFILE 

Experts responsible for the software development for waveform monitoring at the National Data Centres.

Experts involved in software development for environmental monitoring applications, particularly in waveform methods, including signal processing, user interfaces, database systems. 

Participants should have in-depth knowledge of at least one aspect of SHI data processing at the IDC.


APPLICATION PROCEDURES and DEADLINE  

Applicants are requested to visit our website ctnw.ctbto.org and apply online latest by 25 April 2019. 

Financial support may be available for a limited number of participants. Such assistance must be requested at the time of registration (by selecting the relevant box during online registration) and no later than 1 March 2019.  

States Signatories wishing to nominate experts are requested to inform the Provisional Technical Secretariat (See Point of Contact) through their respective Permanent Mission.

 
FINANCIAL INFORMATION 

Applicable to PTS-funded participants only:

In accordance with the Staff regulations and rules and Administrative Directives, the PTS will provide the following:

  • A Daily Subsistence Allowance (DSA) that is sufficient to cover the related expenses during the technical meeting;
  • The PTS travel agent will reserve, issue and forward the flight ticket to the participants for the most direct and economic route;
  • Funded participants are not allowed to purchase their own tickets unless, under exceptional circumstances, they are authorized to do so and only if this proves to be most cost effective option for the PTS;
  • The PTS will book a hotel and cover the costs for the accommodation and technical meeting participants will receive their remaining Daily Subsistence Allowance upon arrival in Vienna; and
  • Health insurance will be provided that covers the duration of the technical meeting.

Requirement: Scanned passport copies.


OTHER PERTINENT INFORMATION 
Participants should apply for visas, if needed, at the corresponding consular office upon receipt of an Acceptance Note Verbale from the PTS, in order to ensure timely processing. The PTS will provide personal invitations to visa applicants.
