Member States call upon the United Nations Secretary-General to convene an Article XIV Conference

The Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Teat-Ban Treaty will take place at the Austria Centre in Vienna from 3 to 5 September 2003.
The Conference is being convened under Article XIV of the Treaty, which includes a mechanism to accelerate the Treaty's entry into force if this had not taken place three years after the anniversary of the date on which Treaty opened for signature.
The aim of the Conference will be to decide on measures that may be taken to accelerate the ratification process. The Conference will also examine the extent to which the requirements for the Treaty's entry into force have been met.
Conferences on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty have taken place in Vienna in 1999 and in New York in 2001. In the months preceding the Conferences, there was a sharp increase in the number of States that signed and ratified the Treaty.
Representatives of States which have ratified the Treaty are invited to participate in the Conference. Signatory States, non-signatory States, international organizations and NGOs are invited to attend as observers.
