HE Patricia Espinosa Cantellano, Secretary of Foreign Affairs, Mexico

Patricia Espinosa Cantellano has been chosen as one of the two Presidents of the Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The conference will take place on 23 September in New York. During its opening session, the conference will formally elect the Presidents.

Espinosa is a career diplomat who was appointed Secretary of Foreign Affairs of Mexico in 2006. She has been a member of the Mexican Foreign Service since 16 September 1981.  

From 2002 to 2006 she served as Mexico’s Ambassador to Austria, Slovenia and Slovakia and Permanent Representative to the International Organizations in Vienna and from 2001 to 2002 as Mexico’s Ambassador to Germany. In 2005, while in Vienna, Espinosa served as Chair of the CTBTO’s subsidiary body that deals with budgetary and administrative matters.

Prior to that Espinosa was the Director General of Regional Organizations of the Americas at the Secretariat of Foreign Affairs from 1997 to 1999, a member of the Permanent Mission of Mexico to the United Nations in New York from 1993 to 1997 and Director of International Organizations at the Secretariat of Foreign Affairs from 1991 to 1993.

Espinosa also served as President of the 16th edition of Conference of the Parties of the United Nations Framework Convention on Climate Change (COP16) and the 6th Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP6) held in Cancun, Mexico, in 2010.
