Slovak Foreign Minister pays
courtesy visit to Executive Secretary

His Excellency Eduard Kukan, Minister for Foreign Affairs of the Slovak Republic, has visited Mr. Wolfgang Hoffmann, Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, at the Commission?s headquarters at the Vienna International Centre on 21 January 2003. Slovakia signed the Comprehensive Nuclear-Test-Ban Treaty (CTBT) on 30 September 1996 and ratified it on 3 March 1998. Slovakia is one of the 44 States whose ratification is required before the Treaty can enter into force. Mr. Hoffmann, who undertook official visits to Slovakia in November 1997 and December 2001, extended his thanks to the Foreign Minister for the warm reception and useful discussions. He noted that Slovakia hosted the second On-Site Inspection (OSI) field experiment and equipment test in September and October 2001. This event was highly appreciated by all States Signatories. Mr. Hoffmann was also pleased to note that Slovakia has designated the Nuclear Regulatory Authority of the Slovak Republic as its National Authority. The National Authority acts as a focal point for liaison with the Commission and with other States Signatories. Slovakia regularly takes part in training courses and workshops organized by the Commission, and the Executive Secretary encouraged further active participation in such activities in 2003. He also offered technical assistance to Slovakia, if required, in operating Slovakia?s National Data Centre. In his response, Minister Kukan spoke of the good relationship between Slovakia and the Preparatory Commission. The Minister offered Slovakia?s support in hosting another OSI exercise, and told the Executive Secretary that Slovakia is also willing to contribute its technical skills to the training activities of the PTS. The CTBT bans any nuclear weapons test explosion in any environment. Drafted at the Conference on Disarmament in Geneva, and adopted by the General Assembly on 10 September 1996, the Treaty was opened for signature on 24 September 1996 at the United Nations headquarters in New York. The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization was established on 19 November 1996.
