Libyan Arab Jamahirya signs Comprehensive Nuclear-Test-Ban Treaty
The Libyan Arab Jamahiriya today became the latest signatory of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), bringing the number of States Signatories to a total of 162. Libya’s signature came on the closing day of the Conference on Facilitating the Entry into force of the Comprehensive Nuclear-Test-Ban Treaty, which was convened to examine ways in which to advance Treaty signature and ratification. The Treaty must be signed and ratified by 44 States listed in its Annex 2 to the Treaty before it can enter into force. These States formally participated in the work of the 1996 session of the Conference on Disarmament and possess nuclear power or research reactors. So far, 88 States have deposited their instruments of ratification of the CTBT, of which 31 are Annex 2 States. Libya hosts a radionuclide station, part of the International Monitoring System (IMS) being established under the terms of the Treaty to verify compliance. The IMS consists of 337 monitoring facilities which record data using four complementary technologies. These technologies – seismic, hydroacoustic, infrasound and radionuclide – are capable of registering vibrations from a possible nuclear explosion underground, in the seas and in the air, and can detect radioactive debris released into the atmosphere. The monitoring facilities transmit the data to the International Data Centre (IDC) in Vienna, where the data are processed to detect, locate and characterize events. These data and IDC products are provided to the States Signatories for their final analysis. The CTBT prohibits all nuclear weapon test explosions and all other nuclear explosions in any environment.
