courtesy visit to Executive Secretary
His Excellency Alhaji Sule Lamido, Minister of Foreign Affairs of the Federal Republic of Nigeria, today paid a courtesy visit to Mr. Wolfgang Hoffmann, Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty at the Commission’s headquarters in Vienna. Nigeria signed the Comprehensive Nuclear-Test-Ban (CTBT) on 8 September 2000 and ratified it just over a year later on 27 September 2001. Mr. Hoffmann, who earlier this year visited Abuja to hold discussions with the Government of Nigeria, reiterated his thanks to Minister Lamido for the warm welcome extended to him during his mission, and requested that Nigeria continue its political support of the Treaty. Noting that Nigeria is one of the States at the forefront of nuclear disarmament and non-proliferation, the Executive Secretary asked that Nigeria continue to promote signature and ratification of the CTBT by African States. In particular, the Executive Secretary urged that Nigeria take the initiative in promoting the cause of the CTBT within the framework of the African Union. In his response, Minister Lamido expressed his full support for the Treaty and emphasised the important link between peace and development, especially for Africa. The CTBT bans any nuclear weapons test explosion in any environment. Drafted at the Conference on Disarmament in Geneva, and adopted by the General Assembly on 10 September 1996, the Treaty was opened for signature on 24 September 1996 at the United Nations headquarters in New York. The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization was established on 19 November 1996. The headquarters of the Preparatory Commission and its Secretariat are based in Vienna. ******************* The 166 States that have so far signed the Treaty are: Albania, Algeria, Andorra, Angola, Antigua and Barbuda, Argentina, Armenia, Australia, Austria, Azerbaijan, Bahrain, Bangladesh, Belarus, Belgium, Belize, Benin, Bolivia, Bosnia and Herzegovina, Botswana, Brazil, Brunei Darussalam, Bulgaria, Burkina Faso, Burundi, Cambodia, Cameroon, Canada, Cape Verde, Central African Republic, Chad, Chile, China, Colombia, Comoros, Congo, Cook Islands, Costa Rica, Cote d'Ivoire, Croatia, Cyprus, Czech Republic, Democratic Republic of the Congo, Denmark, Djibouti, Dominican Republic, Ecuador, Egypt, El Salvador, Equatorial Guinea, Estonia, Ethiopia, Fiji, Finland, France, Gabon, Georgia, Germany, Ghana, Greece, Grenada, Guatemala, Guinea, Guinea-Bissau, Guyana, Haiti, Holy See, Honduras, Hungary, Iceland, Indonesia, Iran, Islamic Republic of, Ireland, Israel, Italy, Jamaica, Japan, Jordan, Kazakhstan, Kenya, Kiribati, Kuwait, Kyrgyzstan, Lao People's Democratic Republic, Latvia, Lesotho, Liberia, Libyan Arab Jamahiriya, Liechtenstein, Lithuania, Luxembourg, Madagascar, Malawi, Malaysia, Maldives, Mali, Malta, Marshall Islands, Mauritania, Mexico, Micronesia, Federated States of, Monaco, Mongolia, Morocco, Mozambique, Myanmar, Namibia, Nauru, Nepal, Netherlands, New Zealand, Nicaragua, Niger, Nigeria, Norway, Oman, Panama, Papua New Guinea, Paraguay, Peru, Philippines, Poland, Portugal, Qatar, Republic of Korea, Republic of Moldova, Romania, Russian Federation, Saint Lucia, Samoa, San Marino, Sao Tome and Principe, Senegal, Seychelles, Sierra Leone, Singapore, Slovakia, Slovenia, Solomon Islands, South Africa, Spain, Sri Lanka, Suriname, Swaziland, Sweden, Switzerland, Tajikistan, Thailand, the former Yugoslav Republic of Macedonia, Togo, Tunisia, Turkey, Turkmenistan, Uganda, Ukraine, United Arab Emirates, United Kingdom, United States of America, Uruguay, Uzbekistan, Vanuatu, Venezuela, Viet Nam, Yemen, Yugoslavia, Zambia and Zimbabwe.
