National Data Centres-for-All Initiative

Project Overview

National Data Centres-for-All (NDCs4All) is a forward-looking initiative by the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) that supports States Signatories in accessing and effectively using data from the International Monitoring System (IMS) and products from the International Data Centre (IDC).

Launched in 2022, NDCs4All provides targeted support, training, and capacity building opportunities to ensure all States Signatories can fully benefit from Treaty membership.

The initiative also delivers Capacity Building Systems (CBS) to assist Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS), helping to bridge gaps in technical infrastructure and expertise.

Key Objectives at a Glance

  • Support meaningful participation of States Signatories by encouraging the use of IMS data and IDC products for both civil and scientific purposes.
  • Improve access to CTBTO data through the creation of Secure Signatory Accounts (SSAs) and the designation of National Data Centres (NDCs).
  • Enhance data capabilities in targeted States by installing Capacity Building Systems (CBS), particularly in LDCs, LLDCs, and SIDS.
  • Build local expertise through practical training that strengthens the ability of NDC staff to analyse and use IMS and IDC data.

Capacity Building and Training

Recent Examples of NDCs4All in Action:

  • Training Course on NDC Capacity Building, 2024 (Vienna)
    Participants from Bolivia, Brazil, Ethiopia, Guatemala, Malaysia, Mauritania, Morocco, Myanmar, Romania, Tunisia, Ukraine, and Yemen took part in this course, which focused on accessing and analysing waveform IMS data and IDC products, including the use of SeisComP.
  • Advanced Training Course on Radionuclide Particulates Data Analysis, 2024 (Vienna)
    This advanced course brought together participants from Algeria, Argentina, Brazil, Egypt, Ghana, Libya, Malaysia, Niger, Oman, Senegal, South Africa, and Thailand. The training focused on building technical expertise in radionuclide particulates data analysis.

These capacity building efforts have strengthened technical skills across regions and enabled broader, more meaningful engagement in the CTBT verification regime.
