Cuba and the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) have signed a Tsunami Warning Agreement (TWA) to enhance the country’s tsunami preparedness. The agreement was concluded on 16 September 2025 at the Vienna International Centre between CTBTO Executive Secretary Robert Floyd and Cuba’s Minister of Science, Technology and Environment, Armando Rodríguez Batista.
Under this arrangement, Cuba’s designated tsunami warning organization, the National Centre for Seismological Research (Centro Nacional de Investigaciones Sismológicas, CENAIS), will gain access to near real-time data from CTBTO’s global monitoring network for tsunami warning. This will help Cuban authorities rapidly detect undersea earthquakes or other seismic events that could trigger tsunamis.
Cuba becomes the fourth country in Latin America and the Caribbean to conclude a tsunami warning agreement with the CTBTO, joining Chile, Honduras and Venezuela, and the 21st CTBT State Signatory worldwide.
The new agreement marks another milestone in the growing cooperation between Cuba and the CTBTO. Cuba signed and ratified the Treaty in 2021, becoming the 169th State to do so.
In March 2025, Executive Secretary Floyd visited Cuba and its National Data Centre (NDC), where early warning systems will integrate CTBTO data for civil uses. Cuba has also taken part in a CTBTO pilot project to build technical capabilities, receiving essential equipment for its NDC, and Cuban experts regularly participate in CTBTO training programmes across relevant disciplines.
